There have been some incidents in the recent past that have brought dishonor to the Empire. These incidents have been born out of ignorance and confusion. Let this notice serve as a reminder for all. Ignorance is not an excuse.
The citizens of the town of Elmora are under the protection of the Empire. Under no circumstances are they to be harmed. It is your duty to protect them, even in times when Oathbreakers occupy the town. Clear the town of soldiers and reclaim it for the Empire, but do not harm Imperial citizens.
You WILL be warranted if you are caught killing these people. This is your only warning.

OOC: Certain mobs will give an auto-warrant when you kill them, even if Elmora is occupied by Taraboner soldiers. In particular, the bartender and innkeeper have been known to give warrants. You WILL be required to work for your pardon, so don't think that if you "accidentally" get a warrant, you can just ask nicely for a pardon.
